The Scarlet to Black financial program is designed to provide information for students about how to come up with a personal budgeting plan. Associate Professor of Finance at Arkansas State University Dr. Philip Tew developed the program. Tew is Director of Scarlet to Black, as well as Director of the Center for Economic Education at A-State. The Scarlet to Black program will be expanded as it continues next year.
